I don't know about folder reordering, but _account_ reordering may be more doable, so you can at least move On This Computer to the bottom and have it stay there. We've been considering supporting this in the other components too. Calendar, etc. No promises though. As always this is strictly as time allows or patches are contributed, whichever comes first.
