[Evolution] Mail-followup-to and languages

Hello,
I'd like to ask two questions.
1) My colleague asks me what can he do in his email headers to indicate
Evolution that he doesn't want to receive copies of my replies to his
mailing list postings. I use the reply-all button so that people get the
reply by default.
I understand this is a difficult topic and Mail-Copy-To and
Mail-Followup-To is not standardized at all. But from the point of view
of the user who needs to interact with Evolution, is there something
that can be done? If not, the whole thing of the impossibility is a bug!
2) When replying to a post, how can I influence the language in which
the line ''Hynek Hanke wrote on the 30th of June...'' will appear?
Locales is really inappropriate as this concerns the language of the
recipient, not the language of the system of the sender. At least, can I
ask for ''English everytime'' while keeping the interface in Czech?
