Junk is a vFolder.

Currently the only way to change the behaviour of the Junk button is to
overload the sa-learn command, see for example
http://article.gmane.org/gmane.comp.gnome.evolution.general/22214/match=junk for example.

Or of course you could write your own plugin. Someone did it for
Bogofilter:

Not always possible, and no standard means of interaction (tuning) with
Evo.
