Junk is a vFolder.

Currently the only way to change the behaviour of the Junk button is to
overload the sa-learn command, see for example

Or of course you could write your own plugin. Someone did it for
Bogofilter:

You really should try to implement this / have this implemented at the
mail server level, where you can reject mail before you actually accept
it.

Not always possible, and no standard means of interaction (tuning) with
Evo.
