[Evolution] Junk configuration options

I don't understand why there are two places for setting Junk controls:

1) In the Mail Preferences->Junk tab
2) In the Mail Accounts-><account>->Receiving Options tab

I just noticed this in 2.6.2 but maybe it's always been like that. In
any case I had only ever set (2) and not (1), but Junk filtering seemed
to work anyway. So what's going on?
