That indeed seems to be the case. I don't know how to fix it though...
It seems the definition for JST on FC4 is wrong.
If you do not have a file in /usr/share/zoneinfo named JST, the output will
just default to UTC instead. This seems to be the case here. If you have a
file called "Japan" in /usr/share/zoneinfo you can make a symlink named JST
to it, and it will work.
