You haver your Evolution set to Show Only Subscribed Folders
Sylpheed and Mutt are set to Show ALl Folders
Folders are only added to the subscribed file on the server when a
client subscribes to a folder (Evolution does this when it creates a
folder)

Is there anyway to make evolution check for new IMAP folders? I am
using evolution 2.4.2.1 with courier-imap 4.0.4. I added 2 new recipes

A restart of Evolution should show it up - in almost all cases. If you
still do not find it after a restart, then there is an issue. You could
file a bug on bugzilla.gnome.org

I found what the problem was. There is a "subscribed" file in
~/.maildir/ names courierimapsubscribed with a list of "subscribed"
folders. I never subscribed or unsubscribed to any folder.
It appears that courier adds any new folders created over IMAP to this
file. However, for any folder that was created via procmail, it was
never put in this file and would not display. The funny thing though it
that some IMAP clients like sylpheed and mutt would display *all* of my
folders, while clients like Evolution and SquirrelMail would not.
