[Evolution] How to make Preformat the default in Message Composition?

Can anyone explain how to configure Evo so that "Preformat" is the
default when composing a new message, and not "Normal" as shipped.

I, and some others, prefer our MUA *not* to add line breaks except when
explicitly told and it's both a pain and error-prone to have to remember
to set the behaviour explicitly on every message.
