this can happen if:
- evolution ca'nt write the list of downloaded uid's, for whatever reason (disk, permissions, etc), they are stored in ~/evolution/mail/pop3/something - i think.
- the server keeps changing the uid's of the messages, in which case we can't match messages to downloaded messages
- the server doesn't support uidl at all, and our generated 'uid's are changing because some headers are changing.
