Try to use search engines...

http://ftp.gnome.org/pub/GNOME/sources/gtkhtml/
(you'll probably find another mirror containing the 3.6, or just get
also the CVS version of gtkhtml)

Then search for the libgtkhtml (the sources) on google.

Alternete sollution is ti get the original source of the debian
packaging system (the tarball not patched)

For example :
http://ftp.debian.org/debian/pool/main/g/gtkhtml3.2/gtkhtml3.2_3.2.4.orig.tar.gz
