no, because outgoing filters are post-send, not pre-send.

Having done some Googling and mail archive searching, it appears that
this is a bit of a FAQ, going right back several years, but either I've
not managed to find the right places to look or this still isn't a
feature that's available?
I have to say that I do I quite like the look of Evolution, but this is
a showstopper feature that would prevent me from being able to use it..
