If you just startup and do nothing, its using the minimum memory possible. If you filter new mail, it might open new folders - causing memory usage to peak at a higher level. Even if these folders are later freed it wont show up in top (top merely shows the virtual memory space allocated, not the actual heap usage).
And the same goes for just running the checking mail process.

http://mars-tmc.hq.themunicenter.com/ I have screenshots showing the memory footprint last night after a clean reboot of the system. Then this morning With ONLY evolution running over night.
I have also left the machine running with only metacity/panel et. al. running overnight with no appreciable memory creep.
