Hello,

somewhere in the list I found a hint that lead me to a solution for _my_
case.
After creating a new user account Evolution starts barely new an has to
be configured again. After that it _has_ all the dictionaries in its
selector box.

So I made a backup of /home/myname deleted the user myname and created a
new user myname with the old UID. 

As 'new' user myname Evolution starts with all dictionaries.
