When I forward an email with an attachments, the attachments are not
included. I have to save the attachments and attach them one by one.
Can someone tell me if there is a setting that needs to be set. I am
using Mandrake 9.1 with Evolution 1.4.4.

IMHO attachments should be forward *always*. Unfortunately, there are
limitations when forwarding "inline". See this bug for details:

To forward the entire mail as is (including all attached parts) use
Actions / Forward / Attached or set the default forward style:
Tools / Settings / Composer Preferences / General
Forward Style = Attachment
