pop-up? You mean pull-down, do you? ;-)

Set default signatutes for acounts:
 Tools / Settings / Mail Accounts / <acount> Edit / Identity /
 Default Signature

You see the same pull-down menu there, as in the editor.

To define more signatures, check
 Tools / Settings / Composer Preferences / Signatures
