There's no encryption on the password. It is just a straight forward
base64 encoding.
Of course. How else would you have it work? If it was encrypted, you
would need to type in a password in order for it to get your password,
which would be pointless.
(And encrypting it with a fixed password would not add any security over
base64 encoding, since anyone could just look in the evolution source to
see what the password was.)
