You are correct it is 71.
I stil have 2 problems with this though:
1. what if I need to get something out that has more characters
on a line than 72, I do think this lenght should be a preference.
Well, if you want text/plain and longer lines, select "Preformat" as
paragraph style.
I prefer plain text as much as possible, but this is an option yes
HTML mail will expand to the limits of the window -- but maybe depends
on the MUA. ;)
2. as soon as I start using my own fonts, it is not 72 anymore but
more like 39 which is totally unacceptable.
I'm not entirely sure on this. But "using your own font" feels like it
will only make sense for HTML mail. ;)
If you use a custom font, just for viewing pleasure while typing, the
font will be wrapped on the window edges. Sending the mail *will* set
the line length to 72.
hmm I set a custom font for my reading pleasure while reading, I like
the message in the preview pane to have a somewhat larger font,
This also seems to affect the font used in the composer...
As you probably have seen by your first mail, which apparently had
*more* than your mentioned 36 chars:

You even can see, that you used a non-monospaced font, which is not the
best option when typing text/plain mails.
Correct, I have just setup Evolution as my reader, and am playing with
the settings untill I am satisfied with them, I need to change the font
to something better
