Evolution: 1.2.2 (RedCarpet)
OS: RedHat 7.3
The same for me, even worse: alarms don't pop up
at the scheduled time at all, and usually pop up
after application restart, regardless of how late
it is.
By the way, "Don't start without oaf-slay" bug seems
to be still present in 1.2.2.
Both problems seem to be untouched since 1.1.8 (?)

I have also witnessed this behavior.
Also, another behavior I have witnessed: Yesterday I had a meeting
scheduled for 7-9 pm and the alarm set to go off 1 hour
before the start
of the meeting. It went off about 1 p.m. in the afternoon -
much sooner
than 1 hour before the meeting.
I'm running Evolution 1.2.2 on RH7.1 updated w/ all the
latest patches.

Someone, I believe from the (awesome) development team,
stated on the
list recently that the bug where alarms pop up for past events when
starting the calendar might/should be fixed in 1.2.2. This bug is
covered by bugzilla 30231 (and perhaps others).
Unfortunately, it doesn't seem to be the case. I tested on
RH 8.0 with
evolution 1.2.2 and dependencies obtained via red-carpet,
and also on
sparc solaris 8 with evolution and dependencies compiled
from source.
In both cases, when I bring up the calendar, I get alarm
dialog boxes
popping up for multiple events from previous days.
This is the most annoying bug! It makes evolution look
like it's lost
its mind.
Otherwise, of course, evolution is awesome and I can't wait
to try the
first public 1.3.x release.
