Branco, I think that you have to go to Tools -> Settings -> Mail
Preferences -> Field "Default character encoding". There, you can set
the character encoding that you wish.

Be aware that this setting does affect everything in Evolution except
for the headers of your incoming messages. The headers use the fonts of
the gtkhtml subsystem, so, you need to set these in a different way
(there is a recent thread of messages in this mailing list that you will
find useful in this area).
