This is probably true. It turns out that Evolution has no preference as
far as I can tell for the ISO-8859-15 encoding (which contains the Euro
symbol) over ISO-8859-1 (which doesn't). Since I sent out my initial
query on this issue to the list, I have configured X-Window so that I
can type a '€' (Euro symbol) directly in Evolution using my US keyboard.
If I select ISO-8859-1 as the character encoding using the menu in the
message composition window, the message with the '€' in it is still
sent out with ISO-8859-15 in the Content-Type field. This suggests that
what character encoding is selected in the "Character Encoding" menu is
simply ignored, as far as the message header that is constructed goes.
I would suggest that the developers consider removing this menu item,
since it appears to have no effect; otherwise, the function of this menu
item should be documented. At the moment, Evolution's behavior in this
respect is confusing.
