I'm using rh 8.0 and ev 1.08. In my .gnome/Gnome file, I have:
[URL Handlers]
default-show=gnome-moz-remote --newwin "%s"
info-show=nautilus "%s"
man-show=nautilus "%s"
ghelp-show=nautilus "%s"
When I click on a link for a url in a mail message I get Galeon! When I
go to the help menu, mozilla pops up!
I would expect (and desire) to always get mozilla.

Actually on those platforms that ship GNOME 2 exclusively (Red Hat 8),
this is currently the only way to do it.
Just look for the "[URL Handlers]" section.
