I had this problem after an apt-get -u dist-upgrade and running:
"killev" and then "oaf-slay" fixed the problem.

I also have a problem with the latest updated.
Yesterday, 10 of June, i made an update using red carpet,
of the whole Ximiam desktop; the update completed without errors.
Loggin on after the update, i got the following error in a error dialog:
"Cannot initialize the Ximian Evolution shell: Configuration Database not
found"
And the following in the the tty:
evolution-shell-WARNING **: Cannot access Bonobo/ConfigDatabase on wombat: (IDL:OAF/GeneralError:1.0)
I checked the data base answers:
1- PATH is ok, oafd is there and the others.
2- The .oaf files are in /usr/share/oaf and with the right permissions.
3- I get the latest mozilla-nspr.
More generally, this updated moved to Mozilla 1.0.0.
I include here the list of mozilla and evolution related packages
in my system; i can provide all the information you need; i backed up
to Gnus on Emacs for the mail, so i can communicate while trying to fixing
the problem.
