[Evolution] Shortcut bar

Still having problems with displaying the shortcut bar. It is only a few
pixel wide so not really visible. Resizing it works fine. Same with the
folder bar. Evolution doesn't remember its last width and always
defaults to a much too small width when showing it. Not much of a
problem but will be confusing and or frustrating to end users I guess.
