It is intended to keep on running.  You may have alarms that trigger
even when Evolution is not running.

However, there is bug #11984 filed for this issue.  I will change the
alarm daemon to exit if there are no future alarms, and the Wombat to
launch the alarm daemon if an event gets added with alarms in the
future.
