[Evolution] Evolution command to Compose a message?

Hi,

I've been using Evolution for quite a while now and was wondering if
there is a console command that I can use that will open a Compose
Window. For example I want to set the mailto: in gnome's URL handler to
automatically open an evolution compose window and put the address in
the TO:.

Any ideas?
