Because it's broken behavior to embed ascii armored pgp, please read
rfc2015 if you don't believe me.

Btw, we accept broken pgp signed and encrypted messages, but we will not
send them. Evolution is meant to be as RFC compliant as possible, your
request would break RFC compliance.
