(Yes GAL is installed in /root)

Assuming that gnome-config is in /usr/bin, at a minimum you'll have to
copy the galConf.sh file in /root/lib to /usr/lib.
There may be a way to get around doing this with GNOME_PATH, but I never
really learned the semantics of that. ;)
