[Evolution-hackers] Evolution 2.28.3 release on March 1

On March 1 the Evolution team will release 2.28.3.

We're extending support for Evolution 2.28 a bit beyond the official
GNOME schedule [1] because several major distros are including 2.28 in
their next enterprise or long-term-support releases, and we want to
collect and share as many bug-fixes as possible.

@EVO DEVELOPERS: Please continue to keep the gnome-2-28 branch alive and
backport applicable bug fixes from master as we prepare for 2.30.

@DISTRO MAINTAINERS: If you're sitting on any 2.28 patches that have not
yet been pushed upstream, please file bugs at http://bugzilla.gnome.org
as soon as possible so we can include them in the upcoming release.
