[Evolution-hackers] e-error moving to e-util

I'm just finishing off the move of e-error into e-util/e-error rather than widgets/misc/e-error.  I'm also removing e-error-tool entirely & moving to intltool for extracting the error strings.

It is just a better place to put it, and is part of work i'm doing so that plugins can be compiled without evolution source-code.

Anyone who has built evo 2.4 already will probably want to rm ${prefix}/share/evolution/2.4/errors/* at some point, as the error filenames have also changed - to avoid getting stale data at some point.
