So to add event from an external program, i need to modify that .ics file
and shutdown the evolution program and then restart it ?
Does any one know of any work being done to simply reload the data without
killing the evolution process which would be a concern for an end user ?

If its for the local calendar you can evolution --force-shutdown and
then manipulate the plain text file:
~/evolution/local/Calendar/calendar.ics
You can also programmatically get at the file.
