I'm gonna guess that whoever told you that the evolution developers weren't interested in making it work for rtl, were not ximian developers.

STILL if you question what I wrote in my mail about what happened in
that chat, I still insist that all what I wrote was true and that it all
happened. And that I felt very forgotten with my problem.
I will not deny this in favour of the bug.
