[Evolution-hackers] Is it possible to get the system's timezone setting string?

Hi,
   Is there a C function to get the system's timezone setting string, 
such as (Asia/Shanghai, America/New_York)?
   Currently when start a new account for the first time, the timezone 
setting is default to "UTC". If we can get the system's timezone, maybe 
we can set it for the user. User just need to confirm it.
