actually, most of the korean spam I get does contain a charset parameter
in the Content-Type header, although usually it is 'ks_c_5601-1987'
rather than the MIME accepted form of 'euc-kr', but hey - it's spam,
it's allowed to break the rules ;-)

another match you can do is looking for the string '.kr' in the domain,
most korean spammers seem to not hide where their mail is coming from.
