[evince] evince windows deployment

Hello,

the downloadable evince binary on gnome wiki is a little bit old. Evince
3.24 for windows is available via msys2 [1]. Maybe you would like to
mention it on the gnome page. Or maybe you would like to create a
standalone, install friendly package using [2] and the msys2 package of
evince.
