I have install evince via "command line" on windows 7 pro.
if it is a solution for you try:
msiexec /i /qr "name or path to msi file" APPLICATIONFOLDER="C:\foobar"
This will install evince with a "Reduced (installation) UI" in the
folder C:\foobar.
If you install to default use it without "APPLICATIONFOLDER".

Tried to install evince
ftp://ftp.gnome.org/pub/gnome/binaries/win32/evince/2.32/evince-2.32.0.145.msi
in Windows 7 Ultimate Service Pack 1 and the window of installation was
not displayed correctly. Attach some images to make it clrearer. The
workaround I found was to press enter in the installation window and
then re open the .msi and choose to repair installation. Window
resolution 1600*900 Samsung SyncMaster B2030.
