OK,

I've noticed that even with "Best fit" evince won't scroll a full page
per mouse wheel 'notch', which in my opinion should be the default
behavior (as it is in other PDF readers).

If you press F5 (presentation mode), then scrolling with the middle
button will give you 1 page per notch.

Is that what you want, but for "Best fit" instead of presentation
mode? or even regardless of "Best fit" you still want to be able to
set the scroll rate?

I guess all of the above..
