Only if you are using gnomevfs backend (maybe). Of course if you are
using simple gtk+ backend you could not need to access remote files...
Or you are not allowed (lockdown).
However, IMHO the best implementation of File->Open URI menu is the
Totem one: it's autofilled with the content of your clipboard, so you
can, for example, invoke "Copy Address" in web browser, open Totem,
choose File->Open URI and the copied address is yet here. But 'cause
Evince is not available by default in Application menu, this could be
unuseful.
