Dear Johan

Thanks for using evince. About your issue I think it's rather mozplugger
think. We don't assign Ctrl+Tab to anything ourselves, but it's a
shortcut for gtk apps to move focus out of entry field or other widget
in which simply Tab won't work. So you should have similar problems with
any gtk application. 

The only thing I can suggest you is to redefine this binding (it's
possible with gtkrc file I think). Or write to mozplugger developers. If
some changes should be made, we'll probably do them.
