It's not currently possible. We're working in [1] to fix this ASAP, but it's a bit tricky because Epiphany is several layers above the code that implements SSL. Most likely we'll disable SSL unconditionally. Michael [1] https://bugzilla.gnome.org/show_bug.cgi?id=738633
