Plug-ins not loaded from ~/.mozilla/plugins

Since upgrading to Fedora 15 and its included Epiphany 3.0.3, I've
noticed that plug-ins are no longer being loaded from ~/.mozilla/plugins
(on x86_64, FWIW). Is this something that's likely to be a Fedora
packaging issue, or should I file a bug upstream at gnome.org?
