Tabs menu rebuilt too often?

Hi epiphany developers,
While working on https://bugzilla.gnome.org/show_bug.cgi?id=405505, I
noticed that the tabs menu is deleted and rebuilt from scratch every
time a tab is added, closed or re-ordered. It's not a bug per se, but it
looks sub-optimal to me. Is there a good reason for this?
I also noticed that the ephy_tabs_menu_update function includes a call
to the START_PROFILER macro, my guess was that it had been identified as
a possible performance bottleneck, especially when one has many tabs
open. Is that correct? If so, are there some measurement results out there?
