Epiphany not shutting down completely.

Ubuntu 8.04

I was watching a Youtube video in a tab, did not like it so closed the
tab expecting the download to stop. It did not. Audio kept playing too.

This behaviour is not like previous versions.

 I shut Epiphany. Download continued as did the audio. I had to kill
Epiphany off by killing its PID.

I notice Epiphany keeps running even when its window is shut down. This
is new behaviour and a little annoying given my habits built over a
couple of years.

Is this a bug or feature?
