It might do (I've not tried), but not as a user visible option.
Try this: set Firefox not to open new windows. Open up <about:config>
in both Firefox and Epiphany. Then copy the values of
browser.link.open_* from Firefox over to Epiphany.
You might also need to use the GNOME Preferred Applications applet to
start Epiphany with a new tab.
Just remember that if you have too many tabs, they get hard to switch between.
