Thanks for your replies everybody. I've filed two bugs:

Concerning the download speed limiting, I don't know any special
download speed limiting application, and I think that integrating it in
Epiphany would be easier than using a special app. But on the other
side, I think doing it automatically like Matthew Paul suggests would be
difficult/impossible. I'm with three PC's behind a router, how is it
possible for Epiphany to detect that my brother is playing a game online
on his PC? In an ideal world the router should be able to this and
divide the bandwith fairly, but unfortunately most consumer routers
can't do that. I think it would be easier to implement a feature so that
the user could do it manually.
I can imagine that such a feature might not have a place in a browser
which is supposed to be easy to use, so maybe an extension implementing
this functionality would be a good compromise.
