No, epiphany uses the mozilla backend to download files, and this is not
going to change. (We have to, since downloads may depend on cookies and
http auth tokens present in the browser.)

It depends on the mozilla backend supporting it,

The new "Preferred Applications" control centre applet offers this now.

No.
