How do we do this? Should we break the patch up in little pieces, or one
big drop? It contains the Python UTF32 string stuff patch I took from
the moz bug referenced on the wiki page above, various build and install
fixes, fixes for removal of obsolete component manager header, and misc
fixes and cleanup.

First step is to probably advertise you're doing this in the tracker bug, with a link to your wiki page. I'm a big proponent of one bug per issue, but it looks like the first three patches are "build with pyxpcom" so feel free to simply use that as one patch. Any others seem to be additional work and should get additional bugs and patches.
I'm not sure who should do the review work, but post the patches somewhere, file new bugs if you deem appropriate, and I'll see about tracking down someone to do the reviews.
