In the case of the Evolution home page, the icon is specified using
<link rel="icon">. Perhaps Epiphany requires that it be "shortcut
icon".
>From what I've read, any words except the last one in the rel attribute
modify the last word, similar to the way all "alternate stylesheets" are
"stylesheets". By this logic, Epiphany should also accept a plain
"icon" link.
