No self-respecting web developer gives a damn if Netscape 4.x doesn't
render a page properly (Netscape 4 is way beyond hope as an HTML
renderer). And for an open-source project which will never run on
Windows, IE6 isn't exactly a priority either (it's loaded with rendering
bugs).
Stefan Rotsch is the Epiphany website maintainer. For what it's worth, I
consider it a near-perfect website.
Epiphany is written in C and uses the GNOME libraries. It renders using
Mozilla, which is written in C++. (Therefore Epiphany also has some C++
code in it where necessary.)
