This is better than nothing, but there are two drawbacks:

1. You can assume people will click it away without reading
2. Even if they read it, you can assume people will have forgotten about it the next day.

Also you don't address the point 'what it looks like when a popup is blocked'. Maybe we should flash the statusbar indicator at that point.

What _might_ help is to try to detect when the user reloads a page / re-clicks a button that causes a (blocked) pop-up within a short time frame. In such a case, a message could be shown (preferably via some notification bubble) about how to enable pop ups.

Is it too verbose? Is there a phrasing problem? (I don't know the HIG
very well.) Or should I go ahead and hack at it?

primary text: "Attempt to open an unrequested popup window. If you like, you can block unrequested windows."

secondary text: "$PAGE_TITLE has attempted to open an unrequested popup window. Popup windows are most commonly used by advertisers, but are sometimes important to a website's functionality."

action buttons: "[Help]		[ Allow popup windows ] [_Block popup windows_]"

The text about the View menu and the Preferences window can be put in the Help instead.
