Sorry for late reply but have been away from computer for awhile.

I'm not currently up to speed on extensions but if this is seen as
additional to the base browser I think the images should be part of
the core browser technology.

Why set it in preferences when you can set/unset in the menu and 
vice versa.

Also the way you describe it you'd have "no images" set in the 
preferences and then go to a trusted site and then use the menu
"view images" set to enabled.
What happens as you go to various pages on the same domain and
what happens when you go to a different page on a different 
domain. 
Also does this mean you have a different setting for each tab?

I suppose I'm 100% sure on what you're proposing.

One solution [which is basically a merging of konqueror's idea
and yours] would be this...

* preferences turn off image loading.
* you have a toolbar button that looks like a picture frame
     depicting image-handling.
* the konqueror way of working is that you have to press this
button every time you want to see images.
You're solution seems like this button would be a toggle-button
with a state for each opened tab???

PS - having become more accustomed to epiphany, intelligent
image-handling is the one feature I really miss.
