Ok, I found it. But it was not what I had in mind ;)

Your idea of switching profiles (or maybe PAC files) by changing the 
values in GConf would be really nice. And a simple applet that lets you 
choose a preset (by clicking it and a pull down menu) would be really 
clean, simple and excellent ;)
